Kirk deViere is a father, husband, veteran, small business owner, and former state senator.

His commitment to helping people has earned him a reputation as a tireless fighter and dedicated public servant.

Kirk deViere lives in Fayetteville, North Carolina with his wife Jenny Beaver deViere and son Greyson. He served two terms as a North Carolina State Senator and previously served one term as a Fayetteville City Councilman. Kirk served his country for 10 years in the US Army. He owns and operates 219 Group, a full-service advertising agency with offices in Fayetteville and Raleigh.

Kirk's ROOTS

Kirk comes from a working-class family and understands firsthand the challenges that many people in our community face

Kirk was raised by an amazing woman and mother who taught him that with hard work and dedication you can change your outcome in life. His mother later married his step-father and along with his older brother Kirk grew up in a single wide trailer on a dirt road in Chipley, Florida. His mother’s hard work and sacrifice established the foundation of his character and values that would guide him throughout life.

Kirk understands the importance of a quality public education because the public school system provided the foundation that allowed Kirk to attend college and be the first person in his family to earn a college degree. As a veteran, Kirk respects North Carolina’s deep military tradition and is an advocate for our veterans and men and women in uniform as well as their families. He understands the great debt our state and nation owe to our veterans. Kirk served for 10 years in the US Army in the infantry field. As a small business owner and business executive, Kirk understands the need for a quality workforce and policies that support business growth while not sacrificing economic mobility of the people that work in those businesses. deViere currently is the Owner and President of 219 Group, a full-service marketing, advertising & PR agency. deViere has served as chief operating officer for multiple companies in the real estate, consumer products and technology industries. Kirk served as a two term state senator representing Cumberland County and one term as a Fayetteville City Councilman. Kirk believes that giving back to his local community and state is important. Currently, he serves in an appointed role as a commissioner on the North Carolina Military Affairs Commission and on a state wide leadership team address the PFAS/PFOS threat to our water. Previously, Kirk served as the Vice President of the Braxton Bragg chapter of the Association of the United States Army, a Trustee at Fayetteville State University and the youngest Chairman of the Greater Fayetteville Chamber. He also served as the Founding Chair for the Fayetteville Young Professionals and was a co-founder of Fayetteville Cares, a local military family support non-profit. He also was instrumental in the foundation of the Defense Security Technology Accelerator as well as the Partnership for Defense Innovation.

Passing critical legislation as a State Senator

As a state senator, Kirk worked across the aisle to help pass critical pieces of legislation in the areas of energy, criminal justice reform, education, and the first state budget in over 4 years which included the largest investment in the state’s history to fight PFAS contamination. He is most proud of the work he did to eliminate the state income tax on military retirement pensions. Also, deViere was named a Green Tie “Rising Star” by the NC League of Conservation Voters and twice named a job champion by the NC Chamber.

Delivering Results, Not Promises

As a State Senator, Kirk secured over $500 Million in Funding for Cumberland County from the State; Eliminated State Income Tax on Military Retirement/Pension; Reduced the Personal Income Tax Rate & Increased Child Tax Deduction; Increased Investment in our Children’s Education, Clean Water, & Workforce' Created a Pathway to Expand Affordable Healthcare Access; Obtained over $6 Million in Funding for Affordable Housing, Homelessness, & Small Business Investment for Cumberland County

Investments On City Council

During his one term on the Fayetteville City Council, Kirk focused on enhancing our community's quality of life and infrastructure. He spearheaded a $35 million bond initiative for Parks and Recreation facilities, upgrading parks and expanding programs for residents of all ages. Kirk was also part of the team that brought the Houston Astros minor league affiliate to Fayetteville, resulting in a $40 million downtown baseball stadium. This project has revitalized downtown, attracting businesses and creating jobs. Additionally, He collaborated to secure the largest investment in stormwater management, street improvements, and sidewalk construction in the city's history. This infrastructure project addressed flooding and pedestrian safety issues while improving our city streets' functionality. These initiatives demonstrate Kirk's commitment to community-focused governance and long-term growth.

Fighting For Families

Kirk take pride in the bipartisan relationships he built, both locally and in Raleigh, always with the goal of fighting for our families. These connections allowed him to participate in crucial conversations that led to impactful legislation benefiting the people he served. A prime example was Kirk's role in reopening schools in Fall 2021 as the COVID pandemic subsided. By working across party lines and listening to parents in his district, he help to crafted a compromise that gained support from both the governor and general assembly, prioritizing our children's education and family well-being. Other significant bipartisan efforts included justice reform bills improving policing and expanding expungement options, securing over $2.5 billion in state COVID relief funding (including $35 million for Cumberland County), and allocating $200 million for Hurricane Recovery in 2019.
